Senior Republican lawmakers introduced the Stop PRC Economic Espionage Act in Washington on July 21 to make economic espionage cases involving Chinese companies easier to prosecute. The bill, led by Senator John Cornyn, Senator Tom Cotton, and Representative John Moolenaar, would classify all China-based companies as foreign instrumentalities under US law. Prosecutors would no longer need to prove that a Chinese firm is controlled by Beijing when pursuing trade secret theft cases. The bill would also apply to organizations based in Russia, Iran, and North Korea, while existing standards would remain for firms from other countries.
