Türk warned that the sweeping legislation risks deepening state-enforced restrictions on the freedoms of language, education, cultural expression, assembly, and the practice of religion across the Xinjiang, Inner Mongolia, and Tibetan regions. The High Commissioner emphasized that the law effectively penalizes the peaceful exercise of minority rights in general, concluding his statement with a firm demand for the law to be repealed and for these practices to end.
