Dharamshala: Sikyong Penpa Tsering, on behalf of the Central Tibetan Administration and the Tibetan people, extended his warmest congratulations to Karnataka’s eight-time legislator, Shri D.K. Shivakumar, who was sworn in today as the 34th Chief Minister of Karnataka.
